We have had it pointed out a few times that on at least one of our screens that has a number of tabpages, the tabpages are not being painted properly.
I have witnessed this a couple of times myself. Switching away from the dialog and switching back make it refresh properly.
As it is very intermittent / rare and I cannot reproduce it at will, I have not been able to actually say whether this only happens when the dialog is first built or if it only happens afterwards.
Has anyone else seen this?
I have (hopefully) attached a snip of what I am talking about.

Never seen something like that. Looks like an empty element (static without contens) is in front of the first tab.
I sometimes noticed strange behaviour if the first tab of a tab group was disabled when the dialog was created. But not the kind of strange behaviour you're showing.

Perhaps a object from one of your tabpages, which has not the parent tabpage and has a WHEN clause ?

Does it repaint when you move another window in front of the window containing the tabpage?
