Win 11 Build 22593.1, Windows Feature Experience Pack 1000.22593.1.0
CPU i5-1135G7 with 2.40GHz, 16 GB RAM : Create: 3.16 - 3.25 (2.65 from within workbench) Destroy: 1.06 - 1.15

On the Benchmark list, your CPU is in the ranking on 641. With the test it is a lot slower than the CPU on place 1434.

GDI32 will be "slower" under Window 11 while GDI+ use Hardware Acceleration with same Time

Yes it is recommend to hide Windows until all Controls are create and "filled"
