Express Help Files

I can open the express help file (chm) and it shows me an index but none of the
actual help information displays.

How can I access this help information.

I now notice that it works fine on my home system but my office system does not display the Extend Your xBase Power screen
and will not open any of the items to display content. Is this a config issue.? Both are Windows 10

It has nothing to do with win10.
That a security settings from windows
copy the chm file to a local drive and allow the access
