so i can't really say what the Problem is ... only that ScreenRes.EXE does fix it as long you are login.
p.s. have create user "C" as Admin so "B" is now normal User but Problem still exist.

Microsoft know about this problem and wrote than users who have other than 100% font may have problem...
Have you also 125% font ?
If no, than Alaska tell us why , or I hope, Microsoft will give us soon new update

Following up on our problems with windows 10..
Client desktop was at 1920 x 1080 @ 100 % font size Application doesn't start.
changed to 1600 x 900 Application starts
changed back to 1920 x 1080 Application starts
rebooted with 1920 x 1080 setting Application starts
We'll see what happens over the next few days...
this is with xbase++ 2.0 / 758

I can confirm same result, but after 2-3 days client call me with same problem
