Sorry, but my trouble with those DockingPanes still exists. I'm quite sure this is no problem with eXpress++, but maybe somebody here can help to find the solution.
I modified your last sample "sirthomas.zip". This shows a background bitmap and another bitmap. As you can see when starting the app, the second bitmap placed on the first one is shown in front of the docking panes. This also happens if the bitmap's z-order was changed before with :ToBack() inside the EVAL-clause. If the panes "float", the bitmap moves to the background - but to the foreground of the major bitmap. This is the behaviour I expect in all situations. But if the panes are fixed, the bitmap moves to front.

Sorry, but I've been overwhelmed with other problems.
