I could have resolved this days ago if I had remembered that my .htaccess file for Apache had all the redirects I needed. I didn't need all the static IPs back, only 1 static IP and Apache.
This is probably why CenturyLink no longer offers blocks of static IPs.
The day I move my service to a new address, they dropped them.
I was grandfathered in for 13 years.

My new internet service is about 10 times faster on download as before.
I'm not sure what the speed is now on upload but I know it's faster.
Upload speed is what you
feel.

I still think that was some kind of Windows 10 problem, because the attachments did exist and the SQL data looked ok.
I haven't heard that this is still a problem.
